After some verbal considerations to justify the
measures adopted by this pe/artment, Mr Corral stated his
intention that the company should not suffer any further
loau, because his decisions have been given honestly and in
good faith, but that if on legal grounds, and in view of
the detailed study which I have made of the westion he
found that reason and justice were our side, he would
not oppose their recognition, but that he did not think it
acsirable that he should give & final decision, because his
Department was that which pronounced these/rulings, and it
did not appear to him prudent to revoke them without in-
structions from the President of the wepu lic, nor express
an opinion against them for natural scruples of decorum and
official dignity.
